哈尔滨量具刃具集团有限责任公司创建于1952年，是我国“一五”期间156项重点工程中唯一制造工量具产品的企业，被称为“共和国工具制造业的骄子”。经过近六十年的创新发展，哈量集团已成为中国最大的精密工量具制造企业。
哈量集团下设3个国内子公司、1个德国子公司和13个生产专业厂，拥有量仪研究所（国家级）、量刃具研究所、数控刀具研究所、数控机床研究所和热化研究所等科研机构。企业主导产品为精密量仪、数控刀具、数控机床及关键功能部件、通用量具和标准刃具五大类产品。连环牌(LINKS)产品和商标先后获“中国名牌产品”和“中国驰名商标”荣誉称号，企业被授予国家级博士后科研工作站，被评为中国工具行业排头兵企业和省级高新技术企业。
在1956年至1971年的十余年间，哈量集团曾先后援建和分迁了成都量具刃具厂、中原量仪厂、关中工具厂、青海量具刃具厂和桂林量具刃具厂等企业，为国家装备工业的发展作出了历史性贡献。
特别是国家实施振兴东北老工业基地战略以来，哈量集团抓住机遇，通过体制创新、机制创新、管理创新、科技创新，不断增强企业活力。
2003年，企业由“工厂制”整体转制为“公司制”，组建“哈尔滨量具刃具集团有限责任公司；2005年，实现了“国有控股，员工参股”特别是国家实施振兴东北老工业基地战略以来，哈量集团抓住机遇，通过体制创新、机制创新、管理创新、科技创新，不断增强企业活力。的混合所有制改造；在企业改制的同时，还成功并购重组了德国凯狮（KELCH）公司，完成了一次“立体式技术改造”，为企业产品的提档升级提供了技术支撑，使哈量集团在该领域与国外先进水平的差距大大缩小，更为企业的长远健康发展增添了后劲。

Harbin Measuring & Cutting Tool Group Co. Ltd. (which was originally called Harbin Measuring & Cutting Tool Factory, hereinafter called “HMCT Group”) built in 1950s is the only one enterprise which can manufacture measuring and cutting tools in the 156 key projects during China’s First Five-Year-Plan period and did a great historical contribution to the development and healthy growth of tools and measuring tools manufacturing industry of China. And HMCT Group now is in the leadingposition in Chinese tools industry.The quality of the products is connected the development and existence of an enterprise and is a vital factor for an enterprise to live on. Therefore during our process of quality management, we always persist in our quality principle of “the null defect of products is our goal and satisfaction to customers is our object”, and pay attention in every detail.
In 1994 the enterprise started to execute ISO9000 quality system and established quality managing systems accordingly. In 1998, the enterprise passed ISO9001:1994 quality system certification for the first time. On Nov. 8 2003 the enterprise also passed ISO9001:2000 quality system certification. And later in Oct. 2004 and on Nov. 8-10, 2005 the enterprise passed the recheck carried on by Huaxin Company. Therefore the enterprise established good reputation in quality and credit.
